Children must reside in school neighborhoods that receive Title I funding. Enrollment is reserved for children and families in most educational need as determined by a screening interview. Second, children must not be enrolled in another preschool program (e.g., Head Start). Finally, parents must agree to participate in the program at least one-half day per week. To enroll children most-in-need, the centers conduct extensive outreach activities through the efforts of the School-Community Representative.
