Michael Quinn Patton has presented at MESI Spring Training every year since its beginning. He is a former president of the American Evaluation Association and author of eight major books on evaluation.

Description

Principles-focused evaluation makes organizational and program principles the focus for evaluation (the evaluand). A good principle provides guidance for making choices and decisions, is useful in setting priorities, inspires, and supports ongoing development and adaptation. Whatever principles are expressed by a program, organization, or initiative, the role of evaluators is to ask pursue three evaluation lines of inquiry: (1) whether the principles are meaningful to those at whom they are aimed; (2) if meaningful, whether they are adhered to; and (3) if adhered to, what are the implications and results of doing so and, if not adhered to, the reasons for and implications of whatever lapses may be found.

Purpose

GUIDE is an acronym and mnemonic specifying the criteria for a high-quality principle statement. A high-quality principle (G) provides guidance, (U) is useful, (I) inspires, (D) supports ongoing development and adaptation, and (E) is evaluable. After presenting the GUIDE framework, workshop participants will engage interactively in applying and practicing using the framework.
