To support the sustainability of systems targeting children and families at risk, we work to provide policy and legislative leaders access to research on early development through publications and policy forums.

Minnesota Early Childhood Risk, Reach, and Resilience Report

In partnership with Wilder Research and the Minnesota Departments of HealthEducation, and Human Services, the Harris Program developed the Minnesota Early Childhood Risk, Reach, and Resilience Report.

The report provides county- and state-based data on potential health, social, and economic risks to early childhood development and the availability of publicly-funded services to meet basic developmental and learning needs.

The report has been shared with lawmakers and state and county administrators through legislative breakfasts, individual discussions, and digital communications to inform policy planning and resource allocation.

Prenatal to Three Policy Forums

The Harris Program participates in quarterly policy forums that bring together early childhood advocates to share plans, establish a common base of knowledge, and build relationships. The Forums were founded by Elders for Infants and Minnesota Representative Dave Pinto.
